What yo know about building permits?

Hello all:

I recently closed on my single house - primary residency - and I'm thinking about adding a new extra bathroom within the house. I've heard some of my friends say that I should get it without a permit, other say I should get it with a permit. What are the main differences between the two, other than the obvious?
