HR for property management company

So, our property management company is expanding pass the capacity of the small (less than 10) staff we have and we're looking to hire more help and get HR. My question is, as I was googling HR services alot came up - HRO, PEO, ARO, staffing agencies. Is there a certain kind of HR type/company recommended for properties management and what services would you say we should particularly go for? 

We know we want admin help with keeping all documentation in order, making sure our employees are in compliance, payroll, making sure we don't get in trouble with eoc, employee handbook, recruiting, handling employee relation issues and answering questions like if we should keep people in 1099 or w2s but what besides that should we go for? 

Can anyone recommend an HR company in particular as well?
