Tenant Dodging All Communications

Hi All

I'm looking for advice on how to deal with a tenant that won't acknowledge communication regarding late fees and missed payments. We've tried email, phone, text and even certified mail. There have been multiple attempts made to deliver certified mail but never successfully delivered. The Tenant won't pay rent on time, bills on time and refuses to pay any late fees. With not having confirmation on certified mail being delivered, how would we move forward with pay or quit notices or eviction notices?
