Big changes for investors are happening in 2026 at the State level. Leaders in NWA are working on addressing the housing shortage. Creative ideas have been enacted and more are forthcoming.

Hear from legislators and influencers addressing housing issues at the state level. Bi-partisan collaboration has already generated significant changes and work continues with important solutions impacting AR investors. Here are a few issues affecting you:

Legislation Passed in 2025:

  • Accessory Dwelling Units allowed - By Right
  • New license category exempting property managers from real estate licensing requirements
  • Industrial Development Authorities Expansion allowing regional bodies of local governments to issue bonds for infrastructure projects and economic development


Issues Being Developed:

  • Limiting local government property use restrictions
  • Restrictions on Short Term Rental use
  • Pre-approved house plans and building codes

Duke McLarty is Executive Director of Groundwork, an offshoot of the AR Northwest Council working with community partners to develop workable housing solutions that fit the unique needs of each city.

Bart Hester is President Pro Tempore of the 94th AR General Assembly, a real estate agent and active in construction. He has worked on bi-partisan efforts to fund infrastructure projects and establish incentives for affordable housing.

Nicole Clowney is a 4-term Representative, an attorney, UA instructor and the driving force behind recent legislation to enact investor-friendly laws in AR. Nicole has sponsored the ADU By-Right Act and co-sponsored several bills resulting in positive changes for AR housing and infrastructure.
