Looking for commercial airbnb friendly city

Hi all, 

in your opinion, what are some good airbnb-friendly cities that allow for commercial airbnb (i.e. does not require the property owner to live on-site or similar restriction that limits scaling). I am doing my research down a list, but would like some input so I don't miss some good options.

@Patrick K. I'd agree with what @Jonathan Stone stated about finding places that have a history of being tourist locations, not places that are in the news for their lack of affordable housing. I can't verify all of the below for certain, but these areas could be a good starting point for your research if you are open to just about anywhere:

-Florida Panhandle (Pensacola, Destin, Panama City Beach, etc.) - I have two STRs in this area

-Gatlinburg, TN (Smoky Mountain National Park area)

-Phoenix, AZ or surrounding AZ tourist areas (could be laws coming down to restrict)

-Tampa/St. Petersburg, FL

With that said, I'm sure a lot of people interested in STRs have flocked to these areas so prices have probably run up significantly in the last 18 months.
