Which county or city in NoVA or DMV is easiest to do AirBnb in? With easy, I mean, less restrictions from the city or county.

If you are looking for a true AirBnB Investment, I don't think Northern VA is your best option. I would suggest reaching out to @Michael H. Cook and purchasing a Shenandoah Valley / Massanutten Mountain STR. It's only about 2-2.5 hours from the DMV and is going to be a much better return if the AirBnB / secondary route is the investment route you want to go.
