Twentynine Palms Short Term Rental Cap

I wanted to see if anyone is in the same boat as me in Twentynine Palms. I'm a in the pre-construction process for my short term rental. Prior to the start of my start of work there were no caps within Twentynine Palms. The city of Twentynine palms has now capped the total STR at 500. Per my phone call with the city last week they have over 460 applications with either approved or in submission. The city said they are not going to review or put in the queue any applications for any incomplete construction. So it looks like I'm not going to be able to get my STR permit. I wanted to see if anyone had any suggestions and/or similar experiences. Only first hand experience responses please.
