Short term rental in PA

I'm looking into STR in Poconos and most townships do not allow STR but some of the ones that do, do not allow Residential properties. Are there any ways around this?

I just recently did a loan on a turnkey STR in Tobyhanna in which the STR permit was transferred with the purchase. Potentially a similar deal with the permit and/or in Tobyhanna could be worth a look?
