If  you provide Netflix in your short term rental vacation home  that stays logged into your account, what happens if the renter purchases a movie that is not free? Or can they? Is there a way to not allow purchases?

I provide access to the Netflix and other streaming services. The tenant must provide their own user name and password. If they can't afford to have their own account for a streaming service, they definitely can't afford to stay at a STR.
