opposition from calif city ordinances park RV private parcels

I do temporary housing of nurses in (RV) California in urban cities. I have opposition from calif city ordinances and NIMBY of lower property value. I solve problem about sanitation as I use municipal sewer utilities from fire burnt vacant house private parcel lots. Trash garbage weekly collection dumping. My customers, nurses, are background checked & employed at hospitals . They spend money to local economy for 6 months occupancy.
a) Should I go rogue, under radar as 1 got tagged and towed by 1 city after 6 months without permit in private lot?
b) Is the reputation brand ruined worth risk gamble with business uncertainty harassment from city.
c) How do I scale , dripping 1-2 RV each private lot over many cities local regulations ? My business have moving parts : renting private lot from owners , construction labor repair burnt utilities and crime deterrence , renting trailers. It is similar to operating hotel scattered over 700 miles using gig, independent contractors . My political advocacy large population city , gives me more units unlike inefficiency over small town consuming same hours to attend city council and localizing vendors .
d) I use web scraper and virtual assistant to find cities explicitly allowing long-term parking of RV on private parcel. Is there efficient method techniques.
e) How do I get funding to scale my business ? What ROI worth risk for me to crowdfund when my private funds depleted ?

f) After 3 years , I want to diversify to workforce housing taking economic redevelopment grants or low income housing. I negotiate to land owner for parcel purchase.
