Las Vegas Short Term Rental

I'm just reading that in the city of Las Vegas/Clark County, you must obtain a short term rental license. The rules of which include that requirement that the owner must live there. So are all the houses I see posted on BnB and VRBO just taking a risk or am I missing something?
