Short Term Rental: Poconos Vs Upstate NY

I live in Brooklyn.  I'm looking for a vacation home/short-term rental property.  I constantly go back and forth between buying in the Poconos or Ulster/Sullivan/Duchess counties area.  I have a 5-year-old so I ideally want a place that is fun for kids.  I know Poconos has a lot of restrictions on short-term rentals.  How is upstate NY?  Any advice?
