Compensation for Full Time Agent - Salary vs HUD

I have a AZ based wholesale and flip company, that sources many deals from the Arizona MLS. I would like to bring on an Acquisitions Manager to make offers on MLS properties. I'm considering the Pros and Cons to hiring a licensed agent vs a non-licensed individual. I understand that RESPA requires that that a licensed agent ONLY be compensated thru closing and the HUD. So, how would I pay the agent, say a quarterly or annual performance bonus? Or is that unacceptable? Seems that it would be impossible for me to hire a licensed agent as an W2 employee.

If I hire a non-licensed individual to submit offers on MLS properties, then they are at risk for being in violation of practicing real estate in Arizona without a license. Keep in mind, that they are not a company owner, they will not hold title to the property, and that they are making offers on my behalf. Plus, my general opinion is that Listing agents will have a problem with receiving an offer from a non-licensed individual .
