Contacting owner in CA

Hello BP,

I am soon to start a direct mail campaign, and have already started "driving for dollars" to begin acquiring my buy and hold/rental properties, and small time wholesale business here in the Inland Empire.

However, I am having a hard time time finding contact information for the property owner here in California. The tax assessor web site seems to protect property owner information with this,

Protected per CA Govt. Code Sect. 6254.21

Can any one help me in finding a way around this?
