Cash flow deal in Vallejo

I've been looking at this victorian on Loopnet, and to my admittedly untrained eye, it seems like it would bring in some cash flow/break even on three of the units, so I could live for free in the fourth. On an FHA loan, I could put 21k down, and the payment would be $2643 a month. The rents are $4600 a month, minus $1000 for the one I would live in. Any thoughts on this deal? I know Vallejo is a little sketchy, but I grew up in the area, and it seems to be getting better than when I lived near there. Any thoughts on this deal?

Thanks for the input everyone! I'm absolutely not planning on buying this house, I just wanted some opinions, but I am looking to do a house hack in the next year or so, so I was surprised to see one that looked close to cash flowing. Anyone have any luck house hacking around the bay area? I've seen a few places like Lodi or around the Sacramento area that looked decent. Anyone else have any luck with this strategy?
