California Apartment Association “ CAA” calls for action : a Bill to repeal the "Costa-Hawkins Rental Housing Act" (Costa-hawkins Rental Housing Act) has been scheduled for the first hearing in the state legislature, to repeal a landmark legislation to protect owners from radical rent controls. The Housing and Community Development Committee will hear the bill AB 1506 submitted by democratic State Representative Bloom on Thursday, January 11. The hearing will begin 9 o'clock in the morning at California's capital. The adoption of AB 1506 would allow local governments to impose rent controls on all types of housing, including single-family homes, and prohibit owners from resetting rents to market prices in the case of vacancy. Prior to the hearing, the California Apartment Association called on property owners, property managers and industry partners to send a letter to their members to urge them to oppose AB 1506. AB 1506 (Bloom) repeals the Costa-Hawkins Act. If it is approved by the Assembly Housing Committee on January 11, 2018, the Assembly Housing Committee will vote to grant local governments the power to prevent rent increases at the time of initial and subsequent rentals. The Assembly could also ban property owners from recovering costs when making improvements or repairs on all rentals, including single-family homes and condominiums. Owners will have no power or rights to reset rental rates to market when a unit becomes vacant.
Rental property owners must raise their voices and speak out against this outrageous and targeted attack against rental property.
If you live, work, own or manage property, please call Assemblymember Ed Chau, who sits on the Housing Committee, as soon as possible and ask him to VOTE NO on AB 1506 (Bloom).

For instance right now all your LA Los Angeles rent controlled properties. When someone moves out you can at least raise the rents to market level. In the future this could be banned and you could be forever locked into low rents
