Tax Delinquent Lists In LA County

Hello everyone!

Being new to LA County and the west coast in general, I am looking to get started with real estate investing.

Is anyone familiar with how to get the tax delinquent list for LA county that way I can market to those who are behind on their taxes? 

Also, is the assignment of contract step to build wealth through real estate fairly common for not only real estate investors but title companies in Los Angeles?
