Ventura County ADU restrictions

Per the link below, it appears that Ventura County does NOT allow AirBNB or long term rentals. Am I missing something?

 Everything about building Accessory Dwelling Units in Ventura

1. Primary dwelling unit and the ADU may be rented only for terms longer than 30 days.
    I searched AirBNB in Ventura County, and found many listings available that use guest houses or converted garages. Is there a loophole?

2. The property owner must be an occupant of either the primary residence or the ADU.
    Does that mean I can't rent my property to long term tenants if I don't live there? I've never seen such restrictions before.
