Looking to split a lot under SB 9 in Sac county

Hi all, 

I am new here. I have a 4 acre lot with 1 house on it. Planning to split it under SB 9. Can you all suggest me on how and where to start and how much it will cost?

I plan to sell the land later or develop on it?
