Relatively new to HOA ownership Florida

I own and live in a small townhouse community. I have enjoyed the ease of ownership and am serving on our board. I am trying to be pro active, learn and understand as much as possible to be an effective board member. As limited as my experience with the HOA, the association is not run very well. Lack of participation by members and some red flags that leave me uneasy led me to become more informed.

It has recently come to light our HOA has not been paying bills. I certainly need direction, so any suggestions will be appreciated.
