Building issues and property issues

I’m looking to build on my grandparents current land. We already have a house on the land and I want to tear it down and build my own. I have my own detailed plans and blueprints I’ve made myself and want to take them to an architect and see if they can get approved or if there’s any changes that need to be made. However, I have one major problem. My grandparents bought the land off my grandpas parents, who’s house is still there and someone else owns it now. We had certain areas of our property zoned around there so we could get in and out. The entire property is 8 and a half acres total that we own. Here’s the catch which I know is gonna cost probably thousands, when we got our house built my great grandfather accidentally built a privacy fence for us 10 feet off the actual zoning on both driveways separating our house from theirs and the neighbors. now one of our neighbors is building a new driveway which is close to our privacy fence and the other one is building more property on his land which is supposed to be ours. What do I do to claim back these areas of land? I feel awful having to tell them that they need to stop what they’re doing cus they’re building on our land. Do I need a lawyer for this to get those rezoned or did we lose land? Cus legally I believe that land still belongs to us cus we found out when we attempted to sell our house one time
