Generating Electricity on-site to lower costs

I just furnished a house to rent out and the utilities went way up due to air conditioning costs, etc.  Would like recommendations on a reliable method to generate electricity without huge upfront cost. 

For my 4 plex, I got quoted $24,000 for solar system- way too high.  I was also planning to put in a coin laundry room on-site so the electric bill will go up even higher.   I have heard of various self-sustaining generators but unable to connect with anyone in San Diego who has this kind of system. I have seen a video on a small wind turbine that fits on your deck. Any recommendations?
