Information on leads

I would like to know how do you find phone numbers for the owners of potential leads? I went through the city code violation department to get a list of properties and used the tax assessor website to get addresses but it did not provide any phone numbers. I am in the state of Georgia so anyone familiar with this state and how to obtain that info, reply or pm me.
