Steps for development of raw land

Greetings all,

Name is Jameson. Been presented with an opportunity to get 13 acres of land under agreement.. would like to know the steps and where to start to get it development ready permitted and approved to either resale of get finance and build my self.

I know every state is different and so is every county of every state and every town is different as well

Down the street there has been same development project we would like to do done as well and it Middlesex MA.

Any help is welcomed 🙂
