Cobb County Unrelated Tenants

I'm interested in investing in Cobb County (something like a PadSplit model) but notice there is an unrelated tenant restriction. Is there any way to file a change of use permit of some sort that would make this business model work? Ideally want to rent to 4+ individuals. Thanks in advance!
