Bloomington IN cap rates

I've talked to a couple apartment owners in Bloomington, IN they told me:

1. Is it true that cap rates in Bloomington Indiana for multifamily buildings is 4-6% and multifamily apartments are going for $100k a door?

2. Also, is it true the entire Bloomington is a B neighborhood (there aren't A, C, or D parts of the city)?

3.Its still possible to get 7% COC ROI in Bloomington today. True or false?
