I've had fairly good luck on Upwork.com hiring help for as low as $3/hour. I've worked with freelancers in both the Philippines and Venezuela. Sometimes you get what you pay for, other times you can find a gem and really make out well. Depending on what you're looking for, you can also find great help in the states for $10-$20/hour. I've gone that route once or twice too. Fiverr.com is the other site I've used but it has not been as successful in my case.
