How to handle oil heating

The title kind of says it all. I'm looking to buy a duplex, a house hack with two separate oil tanks. For the tenant tank how do you guys handle the regulation of that. it could cost a few thousand to fill up. How do you prevent one guy from draining the tank and leaving it empty.

@Account Closed we threw our old empty tanks on craigslist FREE & a couple of BIG pig roasting guys struggled to remove them to make yet another Pig Roasting rig.
