Mass Skiptracing for 500k+ Records

Im looking for a affordable skiptracing website to run very large datasets that my team has acquired (upwards of 1.3M). I know about services like SkipGenie and BatchLeads but they are pricy for this scale. I have also heard of DataZapp (.03c per skip) but am worried about the accuracy. Does anyone know of any solid skiptracing companies that cut deals on bulk jobs? Also, if you have personally negotiated with a tracing provider in the past what kind of rates were you able to get?
