How to receive $$ from family w/o getting taxed?

Hi, my friend just received a fund from his brother for $150,000 and he said he didn’t get taxed. My friend doesn’t know how his brother did it.

I thought the understanding was people get taxed for gifts over $15,000?

Is there another way? TIA!
