Bullit County, KY PVA

Is there any other way to find the county tax assessment value of a property

in Bullit County, KY other than subscribing to the Bullit Co. PVA or calling the office itself?

Also, does anyone know if Shepherdsville, KY is a good market to invest in for older homes?

On a different note, some electric meters in Louisville have metal tags on them in certain parts of town.

I'm wondering what the reason for this is. Some of them have an additional tag that says LSMR. I'm curious as to what all this means.
