I've used list source, it worked well for what I needed it for. You can also use a local title company for foreclosures, but probably will have to pay a small fee for it.
Go to your local county and get the tax roll. And filter that list with properties with the highest taxes. That should get you all that are delinquent. Then go to your local city and FOIA the water-off and code violations. What we did was go to the appraisal office and got all the properties that get valued by the county and join them all together. What special with what we did was we were able to get the whole dataset with contains probates, foreclosures, and pending lawsuits in the dataset as well. What would get is a large set of leads that where LLCs and trust so we used Deedfuel skip them.
