Question when dealing with Back owned Properties

Me and partner went and looked at Bank owned property. They have it listed for 129,000.00. A price reduction has already taken place around 5,000.00. The place needs about 70,000 in Rehab. ARV is around 220,000. My question when dealing with bank owned properties how willing are the banks to negotiate. If I am going to do double close my offer will be well below what they are asking. Thanks for any help
