FENCE/GATE - Space between 2 row-houses

I own a home in Jersey City, NJ.  One side of the home is attached to other homes, but one side is not.  There is approx a 4 foot space between my home and the row-house next to it.  When I purchased the home 5 years ago, there was a gate where my tenant had a lock and could access his backyard by walking between the buildings.   Now my next door neighbor wants me to remove the gate so they can have access to the side of their building.  She said she had a survey done which gives her 8 inches of space.  It would be a security risk for my neighbor to remove the gate, but I informed the neighbor that that they can ask my tenant and he'd happily provide access when needed.  Anyway, she is not letting this go......If I build a chain linked fence along the side of our homes (8 inches from the side of her house) This would not give her enough space to access the back!!!  I'm not sure what to do here.  Crime is high in the area, I'd rather leave the gate there (the way I bought it).  She only owns 8 inches of the space (or so she says)...how can I verify this?
