Richland County SC Property Taxes

I'm looking to purchase a duplex in Columbia, but I'm concerned about the property taxes. Are the properties taxes based solely on the sale price? 

Here are the numbers:

@Bryen Blankenship my big question is where is this? Duplex only for close to half million will not be easy to cash flow especially when taxes adjust after sale. Columbia isnt a high rent town.
