renting land to people with mobile homes/ Tiny houses

Hey Bigger Pockets, 

First Post :D I live in Wellington, New Zealand. I've been working my way through the BiggerPockets podcasts, I have a strong interest in alternative living as i live in a high cost of living area. I'm part of a lot of facebook groups surrounding this idea and the common problem people seem to have is finding land for their mobile home / tiny house. land is so expensive and the laws around off the grid houses are not all that clear even if you did buy land. 

I would like to create a business where I connect people who have excess land (the tiny house would be a second temp dwelling in most cases) with people who are looking . kind of a cross between wholesaling and property management. 

Wondering if there are any new zealanders here who know the new zealand laws that might apply here. they recently brought in a law saying that property managers can't charge tenants a letting fee. wondering if this means i can't charge a finders fee to the tenant?

I feel like it's different because in my case the land owner doesn't have as much incentive to rent their land (if i were to charge them a finders fee), as the rent won't be as high as if they were renting a whole house, but the tenant who currently doesn't have access to land (but might already have a home needing somewhere to put it )would be willing to pay a finders fee to have somewhere to put their home and fulfill their dream.

Hopefully that makes sense haha
