Need some advice on a 49 unit in Tarzan’s, CA

I only have a net worth of 1.1mil. We have a family member who wants to sell his 49 unit complex in Tarzana, CA. It’s a nice property that a lot of investors want for many reasons. It’s worth at least $10.5mil. How the hell can I raise funds to buy this thing? I may be able to buy it for 10 even if I can find a way. Wishful thinking has me hoping there is a way to acquire this with no agent involved through a family sale.
