How to get retroactive permits

My friend remodeled part of her condo in San Diego without pulling permits. She rehabbed the bathrooms and kitchen. Now she is having neighbor issues and is trying to figure out how to get permits. How would she go about this? Contact an inspector? How much will this cost? Will she have to un do work already completed? If anyone has experience with this I would love to know how you dealt with this. Thanks in advance.

@Nicole Shipley : Need more details. Candidly, it all depends. Did her permit-less remodel change the footprint of the property? In a condo, assuming not. What exactly did she do in the kitchen and bathrooms that's causing issues with the neighbors? Typically, kitchens and bathrooms are cosmetic plays. You can also PM me.

@Nicole Shipley it sounds like she did a cosmetic remodel and permits generally aren't needed for that in many areas, but is in some. Some cities allow you to pull an over the counter permit for the remodel and just pay a small fee. She should be able to contact the city and ask if it's needed without letting on that she already did the work.

@Nicole Shipley to get a retroactive permit, go pay fees for failure to get a permit, supply the paperwork and documentation they require, get the permit, follow the inspection requirements.
Perhaps you need inspection and signoff. The home we are in didn't have an inspection on power to the house (previous owner worked for power company). We had to apply with the state, pay fee, have inspection, do upgrade to bring to code, have 2nd inspection to signoff.
