need help dealing with San Jose City for planning permit

So we made our submittal on March 12th.  
after 3wks, they responded that they don't want to see an aerial shot on Page1's Parcel Map & Site Photo.  images attached



So we resubmitted within 1day, but are now waiting again, not sure if our resubmittal was received.

Just wondering if anyone on BP has experience dealing with the city, and understand what they really like to nitpick, so that i can have my engineer make those changes before the city reviews any further.  
Cause' if there's a 3wk lag between every revision they want us to make..., i'm afraid it'll take me until 2021 to move in...

any help, advice, or tips would be greatly appreciated!

They're actually delaying your process because you included an aerial photo?  Holy God.  I'd contact the mayor, honestly, via Twitter and Facebook and any other councilmember or any other politician or political figure you can find, including the planning department, etc.  And ask them why they are delaying someone actually trying to help the city's housing crisis during the pandemic.

These kinds of tactics have served me well when nobody is listening to reason.  Good luck.
