Question for Duplex Purchasers

When purchasing a Duplex, there is an option for the top unit to be rented out OR for it to be vacant prior to your purchase, which do you prefer?

Here is the scenario: The bottom unit is currently rented and the tenant has a lease through the summer. The top unit is currently vacant, but going through Section 8 approval and tenant to be potentially placed within the next couple of weeks. The owner is getting ready to list the property and we want to make it as appealing to the new purchaser/investor as possible.
