Section 8 2 BR voucher for 3BR unit

I have had a property for 3 years, handled by a property management, in Oakland, CA and is under rent control.

And we just noticed that one of our tenants (who was placed by the old owner) has a 2 bedroom voucher but was placed in a 3 bedroom unit.  We noticed this because we asked for a rent increase and the letter gave the 2 bedroom voucher info.

My understanding was that it was possible to get a tenant that was in section 8 out of a unit, if there was a disagreement on the rent increases.
