Unmetered water estimate

Hi, I'm trying to estimate the cost of unmetered water for a 3-unit and arrived at ~$750/month. This seems a bit too high but I also could be estimating incorrectly since I found the terms in the Municipal Code of Chicago for unmetered water to be a bit confusing. 

Could everyone with unmetered water please share monthly cost and how many units you have?

I’ve unmetered legal 2 units and they charge me $245 - garbage included ($9.50 per month per dwelling unit).
