plumbing work, contractor says no permit

Hi, 

I am having washer/dryer hook ups and vents installed in two units and one GC estimate suggests skipping permits. I will sell down the road and want no problems with the city. Is this GC to be avoided? He also just dropped a price with no follow up paperwork or contract but is ready to fix a date to start.

You want quality work and I always recommend licensed guys but reality is 90% of my city clients do not pull permits for little things like this, even when using licensed contractors. When it comes time to sell I have never seen it be an issue. I actually had city in for a tenant complaint on a building I brokered right after no permits laundry install everything was brand new week old lol and they said nothing. The way you get in trouble is if someone reports you mid project when plumbings exposed and walls open.
