Calculating maximum offer price on investment properties in MD

Hello BP, I am a new investor based in southern Maryland but looking to invest all around the DMV. I would like to know what % of the ARV most local investors are using to calculate their maximum allowable offer? I want to ensure that I am putting out accurate offers and also running numbers precisely for any deals that I am looking to wholesale instead of purchasing myself. Any advice would help tremendously.
