Well I don't know if I can cover them all without seeing the house, all basements are different....and is it going to be living space, an STR, a granny flat, a game room, what? But here's a start for you:

1) Permit/plans/engineering

2) Demo (?)

3) Concrete work if any...

4) Structure - are you adding/removing/moving any walls? Need new headers?

5) Electrical/Plumbing - Bring everything up to code, make it efficient and easy

6) HVAC - You most likely don't have existing 'conditioned air' in a basement, so I'd look at mini splits

7) Kitchen? Cabinets and counters. Lots of new circuits

8) Bath? Same as kitchen, and will probably need a sewage ejector, right?

9) Flooring

10) Trim and detail work

11) Paint

MOST IMPORTANT - 1) Egress/Ingress - you must have the proper sized windows in the bedrooms, and an entry door that is to code 2) Moisture - since you're in a wet rainy area, make sure you have this covered firs thing!
