fixing code violation: plans and permit required for multiple additions on wood frame

Hello, I came across a legal fourplex in a really nice area, however it has some open code violations since 2021 stating that plans and permit are required for multiple additions on wood frame. I checked google maps photos from all the way back to 2007 and the exterior hasnt changed at all. The property faced the same code violation in 2015 and it got solved(Information was not revealed to me).  

1) Can I assume that all the additions are interior additions then? such as adding kitchen and bath?

2) Can plans and permit be able to be retrofitted? the 4 units are occupied. 

3) who will be the best person to help me determine how much needs to be teared down/deconstructed? architect or structural engineer?

You cannot assume ANYTHING....

You need to go down to the City and talk in person, to a Building Inspector (go at 7am so you will catch them before they go out in the field doing inspections).

Ask specifically about 1) 'open permits', and 2) what work was done 'without any permits'.

Only then will you know what work you must correct and attach a price to it....
