Seeking Advice on a condo flip

Hi all, 

getting a condo flip under contract and wanted to seek advice on how to handle the windows and cement wall repairs.

for the windows in the living room, it's not functional, and looks like will fall apart. Confirmed with the resident manager that it's HOA's responsibility, and only HOA is allowed, to do the repair. Our GC don't mind to repair the window, but our agent suggested we need to disclose when we sell. How would you handle this situation?

what about the cracks on the cement walls in the kitchen and bedroom? How are supposed to repair them?
