Finishing a basement on a budget

I'm planning to finish a walkout basement in the Pocono mountains and would love to hear from anyone who's tackled a similar project.

My priorities are keeping it durable, moisture-resistant, code-compliant, budget-conscious, and quick to complete. I'm also looking for creative finish ideas that look premium without a premium price tag (for example, leaving the ceiling exposed and painting it matte black instead of installing a finished ceiling). The basement has frames and insulation already though no sump pump installed.

If you've done something similar, what materials, design choices, or lessons learned would you recommend? Anything you'd do differently?
