What holding costs are deductible on a Rehab ?

Are all holding costs deductible ?

I'm referring to rehabbing

I know the obvious like interest on loans, etc,

But what about things like the electric bill ? 

Or even lawn maintenance while it's being rehabbed ?

Water ?
