Please help me identify this piece...

Looked at a house in Northern Illinois. This time of year we can see temps near zero. I've worked in real estate since the sixties, but I can't make heads or tails (literally) of this pump setup. It sits out in the cold, the place claims to have a well and septic. So is this for water in or sewage out (as in the septic went bad and he was blowing it around the yard?)
